Involuntary Separation Pay (ISP) and the Individual Ready Reserve (IRR)
Per OPNAVINST 1900.4; MILPERSMAN 1920-030, 1920-040, 1910-050 (Enlisted), and 1920-050 (Officer), as a condition of eligibility for involuntary separation pay (ISP) Sailors must agree to serve for 3 years in the Ready Reserve in addition to any other remaining service obligation. As a written agreement to serve, all Sailors eligible for ISP are required to sign a NAVPERS 1070/613 Administrative Remarks (Page 13) service record entry prior to separation from active duty as a condition of eligibility for ISP. An example entry for the NAVPERS 1070/613 can be found in MILPERSMAN 1910-050.
Care should be made to ensure that Command Career Counselors/ Command Representatives verify eligibility for “full” or “half” ISP and the reserve affiliation procedures for Sailors who are being involuntarily separated from active duty to include PTS disapproval, High Year Tenure (HYT), Reduction in Force (RIF), etc. The Sailor, CCC/CPC/Command Representative, and the servicing PSD/Personnel Office are responsible for ensuring the smooth and timely processing of the reenlistment/affiliation for eligible members.
If the Sailor is not qualified for reenlistment in the IRR, NAVPERSCOM (PERS-93) will notify the command and the servicing PSD/Personnel Office via an ineligible letter stating that he/she is not eligible for Navy Reserve enlistment, but maybe eligible for ISP by virtue of agreeing to serve if qualified.
*** Affiliation with the SELRES or the IRR is at the choice of the member and either obligation will satisfy the reserve obligation requirement for ISP
The below actions are required to be completed prior to a Sailor’s discharge or release from Active duty:
1. Once the Sailor has been notified of involuntary separation (PTS, HYT, etc), the member/CCC/CPC/Command Representative will verify the member’s eligibility for “full” or “half” ISP via OPNAVINST 1900.4, MILPERSMAN 1920-030, 1920-040, 1910-050.
2. For Sailors that meet all requirements other than reenlistment, the Sailor’s command will forward the signed original of the Agreement to serve, on NAVPERS 1070/613 to the supporting PSD/Personnel office for completion of the Certificate of Release or Discharge from Active Duty (DD-214) and inclusion of the NAVPERS 1070/613 into the Official Military Personnel File (OPMF).
3. Commands will facilitate the verification of the completed DD-214/DD-214 worksheet. Upon completion of the DD-214 verification, commands will forward a signed copy of NAVPERS 1070/613 (agreement to serve), PTS denial letter/Separation authorization (where applicable), and verified DD-214/DD-214 worksheet to NAVPERSCOM (PERS-93) via email: ISP@NAVY.MIL. Please notify PERS-93 if and when the member will be going on terminal leave. An IRR Counselor can also be reached at 1-800-535-2699 for additional assistance.
4. For Sailors leaving the area of their parent commands – facilitate arrangements for reenlistment at the local Navy Operational Support Center (NOSC), military installation, MEPS, NRD, etc by a commissioned officer (active, reserve, or retired) from any branch or service.
*** REENLISTMENT CONTRACT WILL BE DATED FOR THE DAY FOLLOWING DISCHARGE OR RELEASE FROM ACTIVE DUTY.
*** ALL REENLISTMENT REQUESTS ARE REQUIRED TO BE FORWARDED TO NAVPERSCOM (PERS-93) A MINIMUM OF 30 DAYS IN ADVANCE OF EOS (EARLIER FOR SAILORS GOING ON TERMINAL LEAVE).
1. Once the member has been notified of his/her eminent involuntary separation (PTS, HYT, etc), verify member’s eligibility for “full” or “half” ISP via OPNAVINST 1900.4, MILPERSMAN 1920-030, 1920-040, 1920-050.
2. Prior to an officer’s discharge or release from active duty and prior to a payment of involuntary separation pay, the officer’s command will forward signed original of the above agreement to serve on NAVPERS 1070/613 to the servicing PSD/Personnel Office for completion of DD 214 worksheet, Certificate of Release or Discharge of Active Duty, and inclusion of NAVPERS 1070/613 into the member’s Official Military Personnel File (OMPF). The separating officer will forward a signed copy of the agreement to serve on NAVPERS 1070/613 to NAVPERSCOM (PERS-97/CTO).
NAVPERSCOM (PERS-97/CTO) will forward the Reserve Oath of Office request to PERS-8 for further disposition.
3. If the Reserve Oath of Office is not approved by Secretary of Defense (O-5 and below) or President of the United States (O-6 and above):
(1) PERS-8 will notify NAVPERSCOM (PERS-97/CTO).
4. NAVPERSCOM (PERS-97/CTO) will notify the officer and the servicing PSD/Personnel Office that the member is not eligible for a Navy Reserve Oath of Office, but may be eligible for involuntary separation pay by virtue of agreeing to serve if qualified.
1. The servicing PSD/Personnel Office will submit the member’s Agreement to Serve (NAVPERS 1070/613) for inclusion into the Official Military Personnel File (OPMF).
2. Forward the completed DD-214 to the Sailor’s command for verification and accuracy by the member.
3. Make the Following DD-214 entry after receipt of the reenlistment contract or reenlistment denial letter:
(a) For personnel eligible to enlist in the Ready Reserves:
“Member must enlist in the Ready Reserve to qualify for involuntary separation pay."
(b) For personnel ineligible to enlist in the Reserves, but agreed to serve, on NAVPERS 1070/613, if qualified:
"Although not accepted in the Ready Reserve, member has met a condition of eligibility for involuntary separation pay."
4. Make the appropriate involuntary separation payment and DD-214 payment entry in block 18 (Remarks).
