SELRES 1205 DIRECT COMMISSIONING OFFICER (DCO) PROGRAM


Program Authorization #230, recently approved and distributed to all NOSC’s and Reserve commands, announced the recent creation of the SELRES 1205 HR DCO program. NEW QUARTERLY 1205 REDESIGNATION BOARDS NOW BEING HELD!

In the past, requests for redesignation from SELRES officers desiring to get into the SELRES 1205 HR community were reviewed and considered as they were received at NPC, PERS-91. Starting in February 2008, redesignation requests for the SELRES 1205 HR community be considered quarterly in conjunction with the new SELRES 1205 HR Direct Commission Officer board, with the first board meeting in February 2008.

Redesignation requests for the SELRES 1205 HR community will continue to be accepted by PERS-911 in accordance with BUPERSINST 1001.39F, Chapter 9.

REGIONAL HR CAPTAINS LISTING-

A Regional HR Captain listing has been established based on the Navy Region layout. An email address group for all 1205 officers has also been created. An email was sent out recently to all 1205 and 1207 HR officers indicating who the Regional HR Captains are and how to contact them. Additional 1205/1207/1200 HR community information and consolidation initiatives are posted and will continue to be listed on this as well as the following  website: Active Duty HR Community Homepage.  In addition to this website, the RC 1205/1207 officers have been folded into the AC Regional HR Captain construct to facilitate the distribution of HR community information.

REDESIGNATION OF ALL RC 1205 and FTS 1207 HR OFFICERS-

Designators for all 1105 officers previously accepting redesignation to 1205 were changed effective 1 July 2007. Additionally, the designators of all 1107 and 1687 officers were also changed to 1207 effective 1 July 2007. The exception to this rule was those officers (either 1105 or 1107/1687) that are in a select status from a FY08 selection board. Designators of these officers will be changed following the effective date of the actual promotion. All officers not selected during the FY08 selection boards have also been redesignated to either 1205 or 1207 respectively. All designators will be changed by the end of FY08. Officers should check BUPERS Online to see that their designator has been changed properly, unless they are in a “select status”, in which case the designator will not be changed until the actual promotion takes place during FY08.

SECNAV previously approved the establishment of the Reserve Human Resources (HR) Community.  An official NAVADMIN was released on 21 Feb 2007.  Below are Frequently Asked Questions (FAQs) and a link to the Press release.

Q: How many officers will be affected by the designator change?
A:  Almost 500 Fleet Support (FS- 1105/1107) and Reserve Recruiter (1687) officers were affected.  In Dec 2006, approximately 1200 SELRES FSOs had their records reviewed for redesignation to the HR community.  Based upon their NOBCs, HR Tour experience, postgraduate education, subspecialty, and acquired skill sets, approximately 470 were selected for redesignation to 1205 if they desired.  As of January 2008, approximately 267 have been redesignated.  The FTS 1107 and 1687 communities, totaling 187 officers, were automatically redesignated to 1207.

Q:  What if an officer was not automatically selected? 
A:  Not all 1105s had the appropriate NOBC or billet experience necessary for HR redesignation.  Officers not initially selected were and continue to be able to apply for redesignation IAW BUPERSINST 1001.39F Chapter 9 and MILPERSMAN 1212-010.

Q:  What if an officer did not want to be redesignated to 1205/1207?
A:  FTS 1107 and 1687 officers were redesignated to 1207 automatically; they were not offered the option to decline redesignation.  They may, however, opt to apply for a different designator via the semi-annual FTS Transfer/Redesignation Boards.  If an 1105 wished to remain an 1105, they were able to decline redesignation to 1205, knowing that assignment opportunities will decrease if opting to do so.  If an 1105 wishes to redesignate to another community, they can apply via the Reserve Officer Designator Review Board IAW BUPERSINST 1001.39F Chapter 9 and MILPERSMAN 1212-010.

Q:  When will promotion boards be held for 120Xs?
A:  The FY09 Selection Board cycle will be the first year where 1205 and 1207 HR communities will be considered and as separate competitive categories.

Q:  How will promotion zones be affected?
A:  Reserve Promotion zones for the FY09 Selection Board cycle were aligned to the AC 1200 zones as required by Title X and SECNAV Instruction.

Q:  What about JPME requirements? 
A:  OSD continues to review the requirement for Reserve Officers to obtain joint education.  Obtaining JPME can enhance your opportunity for selection and promotion.

Q:  What about command opportunities and milestone billets? 
A:  The Reserve HR Working Group, in conjunction with the Community Managers, continues to refine the list of recognized milestone billets.  1207 command opportunities already identified include tours at NOSCs, NRDs, and REDCOMs.  Milestone billets include NPC, CNRC, Naval Postgraduate School, War College, SECNAV, JCS, OSD and OSO positions.  1205 command opportunities include Recruiting Support Units, Personnel Mobilization Teams and NPC units.  Milestone billets include COCOMs, OPNAV and Fleet Staffs.

Q:  Will I be able to apply for billets on the FY09 (and beyond) Apply Board? 
A:  A Restricted Line 1205 Community is now part of the APPLY Board process.   The names of all 1105 officers accepting 1205 redesignation was previously forwarded to Commander, Navy Reserve Forces Command to be used by the board.

Q:  Will designators other than 1105, 1107 and 1687 be eligible to apply for redesignation into the HR (1205/1207) designation? 
A:  Yes.  Officers in other communities will be able to apply via the normal redesignation board processes, i.e. the semi-annual FTS Transfer/Redesignation Boards and the Reserve Officer Designator Review boards covered in MILPERSMAN articles 1001-020 and 1212-010.

Q:  What is the plan for Hometown Recruiters in the 1207 community? 
A:  Currently, Reserve Officer Recruiters (1687) have the option of choosing from two career tracks:  Management Track or Hometown Recruiter.  Those who opt to be Hometown Recruiters do so with the understanding they remain in the same geographic location throughout their career and therefore are not competitive for promotion beyond the LCDR level.  For those officers who elected the Hometown Recruiter track, and who are within 5 years of retirement eligibility as of 15 Feb 2007, will be grandfathered and allowed to remain in their current geographic location until retirement.  No new Hometown Recruiters will be authorized in the HR community.
