IRR Mobilization Policy
Mobilization is the process of bringing the armed services to a state of readiness for operational missions, contingencies, emergencies, or war.

In accordance with Federal law, Title 10 United States Code, 12302 and 12304, and DoD Directive 1200.7, all members of the Individual Ready Reserve (IRR) are eligible for involuntary recall to active duty. Presently, the Secretary of the Navy is not exercising this authority. Therefore, mobilization from the IRR is on a voluntary basis. 

The IRR is a manpower pool consisting of individuals who have had training and have previously served in the Active component or in the Selected Reserves (SELRES). The IRR is composed of the Voluntary Training Unit (VTU) and the Active Status Pool (ASP) which includes the Merchant Marine Individual Ready Reserve Group (MMIRRG). IRR personnel may be voluntarily or involuntarily assigned to fill mobilization requirements that cannot be readily filled by SELRES personnel.

Per Title 10, United States Code 12301(a) and 12306 and SECNAVINST 1001.32B, members of the Standby Reserve may be mobilized in time of war or national emergency declared by Congress, or when otherwise authorized by law, without the consent of the member, if there are not enough qualified SELRES or IRR members readily available to meet requirements. There are two categories of Standby Reserve; USNR-S1 (Active Status List) and USNR-S2 (Inactive Status List). You can learn more about these categories in Chapter 22 of the BUPERSINST 1001.39F.


Volunteer for Mobilization
Opportunities exist for VTU members to volunteer for mobilization, across a broad range of rates and designators. Individuals with the following rates and designators are in high demand:

  • CEC/Seabees (5105, BU, CE, CM, EA, EO, SW, UT)
  • Medical (2105, 2205, 2305, 2905, HM)
  • Special Warfare/Special Ops/Divers/Seals/SBUs (1135, 1145, SO, SB, ND, EOD, EC’s 532X and 533X)
  • Shore Security/Law Enforcement (MA, NEC 9545)
  • Contracting and Logistics Specialists (3105, LS)
  • JAG/Legalmen (2505, LN)
  • Intelligence/Linguists/Information Warfare (1605, 1615, 1635, IS, CT, IT)
  • Chaplains/RP (4105, RP)
  • Combat Systems (OS)

IRR members, who have been notified by CNRFC N35 of their impending mobilization, will be required to affiliate in the VTU 60-90 days prior to mobilization. IRR members should contact the Navy Operational Support Center (NOSC) nearest to them to begin this process.  It is imperative that this action be completed at least 60-90 days prior to mobilization to ensure all medical and administrative issues are properly addressed. IRR members that join the VTU for the sole reason of mobilizing will not be required to drill.  However, you are obligated to keep the NOSC aware of your medical and physical readiness, any recall information updates, marital and dependent status, current civilian employer information, changes in education, license, or skills, and any other changes in status that could affect readiness for recall to Active Duty. You are also required to respond to all official correspondence.

In addition to the regular benefits of serving on active duty, those serving in the CENTCOM AOR receive tax-free pay. This adds up to considerable additional take home pay.

"According to a study conducted by RAND's National Defense Research Institute, 72 percent of Reservists earned more while on war duty in 2002 or 2003 than they did in their civilian jobs.  On average, the Reservists made $850 more per month while on duty than in their civilian jobs, the report found." (Associated Press, 2006)

CENTCOM AOR Opportunities for IRR VTU Officers!
Mobilization opportunities currently exist for officers of the IRR VTU to fill Individual Augmentation requirements within the CENTCOM AOR.  If you are an officer (O3-O5) with the following designators: 5105, 3105, 2505, 1615, 1635 or 1XXX and interested in a 12 to 18 month mobilization in a joint billet, please submit a volunteer request.  You will be contacted, as opportunities meeting your skill set, become available.
