The Electronic Submission (e-Submission) Application will initially be deployed in support of the EFSR Closeout. Only specific designated documents outlined in the EFSR Disposition Plan will be scanned by the Service Record Holders and uploaded for submission to the Sailor’ OMPF.
Once all EFSRs have been closed out by a Service Record Holder, the e-Submission application will be used to submit designated Officer and Enlisted record documents for inclusion into the OMPF.
The e-Submission of record documents for inclusion into the OMPF will be fully implemented through BOL and must be e-Submission compliant. Additional documents will be designated for e-Submission as the application is expanded.

For designated documents this will replace the previous method of mailing the documents to PERS-313 upon reenlistment or separation.
Scan Requirements. Scanning procedures will be based upon scanners maintained at each activity with the following default scan settings:
- File Format: TIFF (Tagged Image File Format)
- Color: Black and White
- Resolution: 300 DPI (dots-per-inch)
- Compression: G4
- Dimensions: 8.5" x 11" (2,550 x 3,300 pixels)
- Bit Depth: 1 Bit
- File Size: < 1 MB
If your scanner does not indicate these individual settings, you should verify with your Information Systems support team or scanner user guide to ensure the scanned images meet the required format.
Record documents that are multi-page documents can be scanned into a multi-page TIFF (MTIFF) for upload as one document.

Document Submission Verification
All active duty and reserve personnel (less IRR) with a BOL account and a CAC-enabled computer will be able to view online the status of all documents electronically submitted or (closeout) by viewing "Official Military Personnel File (OMPF) - My Record", which is accessed via the BOL Application Menu.
The e-submission process will
- provide Sailors and their supporting personnel offices real-time status of all official documents submitted via the application,
- benefit the Fleet through greater security and protection of PPI.
- expedite processing of priority documents into the OMPF,
- result in no more lost service records, and decrease postage costs.
