Develop, implement, and monitor Navy policy for all pays, allowances and monetary incentives; as liaison/Navy representative within the DON and DOD on pay policy and legislation; as Unified Legislation and Budgeting (ULB) coordinator for N13; develop, implement, and monitor Navy policy for ITEMPO, Assignments/Tour Lengths, MILCAP, and Transformation Authorities.
N130 is divided into three sections:
- N130C - Pay and Allowances Section
- N130D - Bonus Programs and Special and Incentive Pays Section
- N130G - Retired and Reserve Compensation Section
