CNP is the approval authority of all Enlisted Selection boards recommendations. The release of the NAVADMIN message is the official announcement of the selects and only then can frocking of Selectees be authorized.

NPC does not send messages to commands requesting missing evaluations.
Fleet Reserve/HYT Amplification
E8/9: Those who submit a request for transfer to the fleet reserve render themselves ineligible for selection board consideration and advancement. Final approval of request is not required. The act of applying for fleet reserve renders the sailor ineligible for selection board consideration. The only exception are those who request transfer to the fleet reserve at or beyond high tenure date, and who will still be on active duty/drilling status on 1 July. Personnel who already have an approved or pending fleet reserve application and desire consideration by the selection board must have the fleet reserve application cancelled not later than 1 February.
E7: Personnel who exceed High Year Tenure on the first day of the advancement cycle (1 September) are ineligible to take the examination and for selection board consideration unless they receive a waiver that extends their High Year Tenure beyond 1 September.
Submitting your letter to the Selection Board
Are you submitting a selection board package? If so, REGULAR MAIL is the preferred method to ensure resolution quality of the documents being submitted. If you must email a board package (i.e.; deployed, stationed OCONUS), you can send it to the CSCSELBOARD@navy.mil email address. To ensure more efficient processing and for internal tracking purposes we ask that you place "FOUO: Board Package: Board No. XXXX" (XXXX represents the actual board number) in the subject line of your email. You MUST encrypt your email due to PII policy.
If you're unable to send encrypted email to CSCSELBOARD@navy.mil, you may utilize Safe Access File Exchange (SAFE). Safe Access File Exchange (SAFE) allows users to send up to 25 documents to recipients within the .mil and .gov domains. Essentially this is a secure drop box where files can be deposited, and access controls will allow pick-up only by those authorized. Sailors are encouraged to use the "CAC Users" login on the SAFE web site, when able. All non-CAC users are required to verify their email address prior to SAFE notifying the recipient of their uploaded documents. In order for your letter to be considered by the board, the NPC Customer Service Center (CSC) must receive the email notification from SAFE of your file upload before the deadline announced in the cycle NAVADMIN. Please note there may be a delay for the SAFE web site to notify NPC CSC of your file upload. Recommend you submit your letter to the board early.
