Master Chief Lloyd-Owen, a native of San Francisco, California and in 1970 moved with his family to Brisbane, Australia, where he was raised.  Upon returning to the United States in 1984, he joined the United States Navy and graduated basic training from Recruit Training Command, San Diego, California. Upon completion of F-14 Power Plants and Related Systems “A” school at Fighter Squadron ONE TWO FOUR (Gunfighters) on board Naval Air Station, Miramar, he was designated as an Aviation Machinistmate.  His first duty assignment was at Strike Aircraft Test Directorate, Naval Air Station (NAS) Patuxent River, Maryland.  

His follow on duty assignments were with Medium Attack Squadron SIX FIVE (VA-65 Flying Tigers), then Medium Attack Squadron EIGHT FIVE (VA-85 Black Falcons) at NAS Oceana, deploying onboard USS Theodore Roosevelt (CVN-71) and USS America (CV-66) respectively.

Master Chief Lloyd-Owen’s next tour was with Aircraft Intermediate Maintenance Department, Rota, Spain.  He then did back-to-back ships company tours onboard USS Inchon (MCS-12), home ported at Naval Station (NAVSTA) Ingleside, Texas, followed by USS Belleau Wood (LHA-3), home ported at NAVSTA San Diego, California. 

Upon his advancement to Master Chief Petty Officer in April 2005, he reported to Commander, Naval Air Forces, NAS North Island, as an Aviation Maintenance Management Team (AMMT), Team Master Chief.  Master Chief Lloyd-Owen then reported to Electronic Attack Squadron ONE FOUR ZERO (VAQ-140 Patriots) at NAS Whidbey Island, Washington, as the Maintenance Master Chief Petty Officer, deploying aboard USS Dwight D Eisenhower (CVN-69).  After being selected as a Command Master Chief (CMC) and subsequently graduating the Senior Enlisted Academy and CMC/COB course he finished his tour with the Patriots as CMC.

His next CMC tour was with USS NIMITZ (CVN-68), taking the aircraft carrier through a Dry-Dock Incremental Periodic Availability (DPIA) and two home port changes; from NAS North Island, Coronado, California, to NAVSTA Bremerton, Washington then on to NAVSTA Everett, Washington. 

Master Chief Lloyd-Owen’s third CMC tour was as the 21st Command Master Chief for NAS Patuxent River, Maryland.  His next tour served as his first Flag CMC position as the  3rd CMC for Commander, Fleet Readiness Centers, NAS Patuxent River.

Master Chief Lloyd-Owen reported as the 14th Force Master Chief for Commander, Naval Air Forces, Pacific in July 2015.

Master Chief Lloyd-Owen has been deployed to every major conflict in the last quarter century to include Desert Shield & Desert Storm, Operation Provide Comfort, Somalia, Bosnia & Herzegovina, Kosovo, Operation Iraqi Freedom and Operation Enduring Freedom. His awards include the Meritorious Service Medal (four awards), Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (five awards) along with multiple unit and campaign awards.
